The second national workshop of the ENDURANCE project was organized

As part of the ENDURANCE project, funded by the European Commission, the second workshop entitled “Finding appropriate solutions to ensure increased resilience of critical infrastructure” was organised in Slovenia on 10 March 2026. The event was co-organised by the Institute for Corporate Security Studies, ELES, Telekom Slovenije, AKOS, URSIV and Silver Bullet Risk – all Slovenian partners of the ENDURANCE project. The event was hosted by ELES at its Technology Centre in Dol pri Ljubljani. The workshop was moderated by Dr Denis Čaleta and was attended by representatives of critical infrastructure, essential service providers and decision-makers.

In the first part, the workshop was intended for an open expert discussion on whether the prepared draft of the European Critical Infrastructure Resilience Strategy adequately addresses the key challenges of establishing a flexible and adaptable resilience system. Special emphasis was placed on assessing whether the proposed measures enable the development of a dynamic security ecosystem at the European Union level. The discussion also addressed the issue of coherence between strategic objectives and actual operational capabilities of Member States. Participants considered whether the draft strategy sufficiently supports cross-sectoral cooperation and effective exchange of data and responsibilities. The aim of the discussion was to formulate constructive proposals that could help the European institutions to further upgrade the comprehensive critical infrastructure resilience system.

The participants then discussed the key obstacles to public-private partnerships in ensuring the resilience of critical infrastructure and tried to answer the question of which factors represent the biggest obstacles to effective cooperation between the public and private sectors.

The second part of the workshop was dedicated to the presentation of technologies being developed within the framework of the ENDURANCE project. First, a short presentation was given by Amadej Jankovič (SBT), who presented the risk assessment application in more detail. This was followed by a discussion on the introduction of an integrated approach to managing all types of risks (All Hazard Approach) and how developed organizations are in integrating this approach into their regular planning processes.

In the final part, participants presented their vision for the future development of resilience. The discussion focused on how the approach to resilience should evolve – from digital communities to smart cities and from critical infrastructure protection to holistic ecosystem resilience – and which measures they believe could bring the greatest added value.
