Slovenian Stakeholders Test ATLANTIS Solutions in Koper

On April 23rd, 2025, a part of the ATLANTIS consortium conducted a pilot workshop in Koper, hosted by the Port of Koper, as part of the Slovenian cluster of the Large-Scale Pilot #1 (LSP#1). The session focused on validating the FIRE scenario, a simulation exploring the cascading and compunding impacts of a large-scale fire originating at the shunting station and affecting surrounding critical infrastructure operators.

The event brought together key stakeholders involved in the scenario to test and provide feedback on the Digital Twin and the HiVIC application - two technologies developed in ATLANTIS to enhance situational awareness and collaborative risk assessment in complex, multi-stakeholder crisis situations.

The meeting opened with an introduction to the ATLANTIS project and the objectives of the DEMO Day. This was followed by a presentation of the Digital Twin platform developed by an innovative Slovenian company SNEP, which visualises key CI assets, models their interdependencies, and enables a shared operational picture for all involved operators. The Digital Twin proved to be a particularly powerful tool for cross-organisational and cross-sectorial communication, supporting fast, effective, and informed decision-making in critical moments.

Participants were then introduced to the HiVIC application, a field-level tool designed for crowdsourced reporting and real-time communication during emergency situations.

The agenda continued with an overview of the simulation process and methodology, setting the stage for the step-by-step demonstration of the FIRE scenario. During the simulation, participants could observe the behaviour of interconnected CI assets, evaluate how the tools supported operations and communication, and explore the generation of decision-making support and alerts in real time.

To conclude, participants engaged in a feedback session, sharing their observations and filling out structured questionnaires to evaluate the usefulness and usability of the demonstrated technologies.

The workshop marked an important milestone toward finalising the ATLANTIS tools and ensuring they meet the needs of end users from different CI sectors.
