Draft European Critical Infrastructure Resilience Strategy Prepared within the ENDURANCE Project

Within the framework of the European project ENDURANCE, a draft of the European Critical Infrastructure Resilience Strategy has been successfully developed. This represents an

important step toward establishing a comprehensive, coordinated, and future-oriented resilience system for critical infrastructure at the level of the European Union.

The Institute for Corporate Security Studies, ICS-Ljubljana, played a key coordinating role in the preparation of the document, leading the process of alignment among various stakeholders, experts, and project partners. The draft strategy is based on a holistic approach that integrates governance, technological, social, and economic aspects of resilience, while incorporating experiences from different critical infrastructure sectors.

The strategy addresses key challenges of the modern security environment, such as increasing cyber threats, complex interdependencies between sectors, the need for more effective public-private cooperation, and the importance of strengthening awareness and competencies across all levels of society. Special emphasis is also placed on the development of flexible and modular solutions that enable effective responses to a rapidly evolving risk environment.

The draft strategy is currently open for additional proposals, comments, and improvements. All interested stakeholders are invited to contribute their expertise and help enhance the document, thereby supporting the development of a more effective European framework for critical infrastructure resilience. Following the completion of the consultation phase, the final version of the strategy will be prepared at the beginning of next year and submitted to the European Commission as an important contribution to the further development of European resilience policies. The ENDURANCE and ECHO projects thus reaffirm their role as key initiatives in the field of critical infrastructure resilience and as platforms for connecting knowledge, experience, and innovative approaches at the European level.
