National conference: The necessity of creating an appropriate strategy to ensure effective resilience of critical infrastructure in the Republic of Slovenia

Ensuring the safe, stable and uninterrupted operation of critical infrastructure (CI) represents one of the key foundations of national security, economic stability and overall social resilience of the country.

Contents of the conference

The Republic of Slovenia, like the entire European Union, faces increasingly complex and interconnected risks, from more frequent natural disasters, climate change, cyberattacks, deliberate disruptions, geopolitical pressures to vulnerabilities in supply chains and systemic infrastructure dependencies. In such an environment, the issue of establishing a comprehensive and coordinated critical infrastructure resilience strategy becomes a necessity, not just a recommendation.

At the end of 2025, within the framework of the European project ENDURANCE (Strategies and Services for Enhanced Disruption Resilience and Cooperation in Europe), in which Slovenian partners also play a key role, an important strategic document "Draft – European Disruption Resilience Strategy" was created, which represents the first comprehensive European basis for the creation of a coordinated approach to the resilience of critical infrastructure. The strategy highlights the need to upgrade existing policies and establish a systemic, cross-sectoral and proactive approach to resilience management, which goes beyond the traditional focus solely on the protection of individual sectors. Slovenia must understand these guidelines in a timely manner and transfer them to its national framework if it wants to ensure compliance with European expectations and at the same time increase its own resilience.

The organization of a national consultation is therefore of key importance for several reasons.

  • Firstly, it allows for a comprehensive overview of the current state of critical infrastructure management in Slovenia and the identification of gaps in existing policies, legislation, competencies and operational capabilities.
  • Secondly, the consultation enables the bringing together of all key stakeholders, from ministries, competent agencies, critical infrastructure operators, research institutions to representatives of the economy, which is the only way to create a coordinated, feasible and effective national strategy.
  • Thirdly, the national consultation represents an opportunity for timely adjustment of the Slovenian approach to European guidelines and for the inclusion of Slovenian needs and specificities in further European discussions. In addition, the consultation opens up space for discussion on the establishment of a modern model of CI resilience management, improved coordination between stakeholders, the introduction of new technologies, strengthening national capacities and ensuring sustainable financing.

Finally, the creation of a national CI resilience strategy is a necessary step to reduce risks that may lead to disruptions of basic services, and to strengthen the trust of citizens and the economy in the stability of the country's operations. The national consultation therefore represents a key platform for starting the process of creating a strategic document that will place Slovenia among the proactive and resilient countries of the European Union.

Date and location

The National Consultation will take place on Monday, April 20, 2026, in the National Council Hall of the Republic of Slovenia, Šubičeva 4, 1000 Ljubljana, from 11:30 a.m. to 2:00 p.m.

Arrival 30 minutes prior to the event is required due to entry and registration procedures in the National Assembly building.

  • Your registration is confirmed and valid when the event organizers ICS Ljubljana or the National Council of the Republic of Slovenia confirm receipt of your registration with feedback to your email address. Due to limited space, the number of visitors will be limited to 75.
  • Pre-registration for the consultation with data (name, surname, address of residence, city) is MANDATORY and will be submitted electronically to the National Council (by 10 a.m. before the day of the event).
  • During the event, visitors are required to stay exclusively in the entrance/exit to/from the parliament building–the National Council hall. Independent movement around the parliament building is not allowed. It is strictly forbidden to bring any food or drink, including water, into the hall. The vestibule is intended for this purpose.
